For qualified service members the date is April 30,2011. Congress recognized that many service members might miss out on the REFUNDABLE credit due to being posted overseas.

And there has been another midfication to the credit for miltary members. currently a buyer must repay the credit if they move out of their new home within three years. This restriction has been waived it the move is due to government ordered extended duty service .
A first time homebuyer is defined as a buyer who has not owned a principal residence during the 3 year period prior to the purchase.
This extension is valid for members of the armed services, Foreign Service and employees of the intelligence community.
